I was wondering if i have regierock hl and my opponet has wezing dx and uses liabilaty then brings up victrebell frlg would regierock be koed or would healing rock work first?

Between turns, you can have the order be whatever you want - a Pokemon is not removed until *everything* for between turns is resolved.
