If there is a previous evolution underneath the card, then attacks from that card can be copied.
Note that there is a difference between Evolution Pokemon and Evolved Pokemon.
A Kirlia put into play using Mirage Step is an Evolution Pokemon, but it is NOT an evolved Pokemon because there is nothing underneath it so there are not attacks to copy.
