I like it actually - it's no Roseanne, but it's certainly better than Energy Exchanger. It could have a very niche use in Zekrom or decks that really abuse DCE/Rescue.
 
Oh actually I missed part of that - I'd make it so it can only take basic energy from the discard, not special. Traditionally, no cards can specifically search special non dark/steel energy from the discard in Pokemon. This is already way more OP than Stone which wasn't OP at all.
