rocky helmet and bolt strike

My zekrom uses bolt strike and i have R. Helmet attached. my opponent takes 120 and i get 40. does Rocky helmet activate and do 20 to my opponents pokemon?

this happens online alot on tcgo and was wondering if it works the same in a live game.
