Would Ruins of Alph negate the extra effect for the move "Vortex Chop"?

Each Pokémon in play has no Resistance.

Vortex Chop appeared in the format before the latest rotation with Ruins of Alph on Hariyama #20 from Platinum Arceus and read

If the Defending Pokémon has any Resistance, this attack's base damage is 120 instead of 60.

Yes it would.
Since the Pokemon would have no Resistance anymore, no extra damage is done.
