Salemence EX DS VS Dustox Ex or Mysterious Shard

Salemence Ex says:

"If you do, choose 1 of your opponent's benched pokemon and do 20 damage to that pokemon (etc.)"

with "If you do" referring to doing 40 damage to the defending pokemon.

Well Dustox Ex and Mysterious Shard prevent all effect from your opponent's Ex's including damage. If the "If you do" cannot be met does the opponent still get to do 40 to the bench? It is worded as though the doing 40 damage to the defending pokemon is a requirement of the 2nd part.

"If you do" is the equivalent of "If you make this choice, then you can do this."

You can still do 40 to the Bench.
