Sand Attack? If Oppoent evolves?

The card in question is Gible from Supreme Victors Set, move: Sand Attack

I have searched the ruling forum already but not sure of the answer.

If I use sand attack on my opponents pokemon, and my opponent evolves.
Does my opponent still need to flip a coin before attacking?

Also what if my opponent switches the active pokemon and tries to attack with his or her bench pokemon,
does my opponent have to flip also?

Also what if my opponent only chooses to attack my bench pokemon, does my opponent still have to flip?

Or what about if my opponent tries to use gengar moves, such as hurl into darkness, which doens't attack
active or bench? or other gengar moves such as put damage counters, instead of attacking?

You need to give the name of the Pokemon that has Sand Attack.
I just did a quick search and didn't find it.
I'm not going to search every Pokemon, but I need to read it before answering, to make sure I give a correct answer.
