Sand Slammer Clarification

cf11 asked a question about Sandslammer and Poison and I could not figure out why it works the way it does.

The scenario presented is: I have a Flygon BCR active with 10 hp and poisoned. Between turns, I activate Sand Slammer, Flygon takes poison damage and is KO'd. but I have another Flygon on the bench which I promote to the active position.

The ruling was that Sand Slammer could not be activated again.

However, the way the ability is worded it seems like it could be activated again. "Sand Slammer: At any time between turns, if this Pokemon is your Active Pokemon, put 1 damage counter on each of your opponent's Pokemon." Since when I'm promoting the new Flygon is still between turns, why wouldn't I be able to use Sand Slammer again?

I'm just confused why it does not work in this case as opposed to other Pokemon that have similar "if X is your Active Pokemon" wording. For example, Smeargle UD has Portrait with the same wording but if you switch into a new Smeargle, you're able to use Portrait a second time.
