if garchomp discards a dce to dragon rush scizor prime, does scizor take the the damage if garchomp has no energy attached as a result of the dragon rush?
 
Here's the definitive answer on this FAQ:

You do damage before effects, regardless of how the card is worded, per the rule book.
Therefore, Red Armor still blocks the damage from the attack of a Pokemon which discards all its special metal energy as part of its attack... because the special energy was still attached when the damage was calculated.

Garchomp C with DCE can't attack a Scizor with Red Armor in effect.
