Scraggy (Next Destinies)

Hi everyone I'm brand new to the Pokemon TCG and I picked up a theme deck yesterday.

I found some confusion with Scraggy.

His first ability, Shed Skin, says "Heal 40 damage from this Pokemon"

Does he have to have 40 damage in able to use the ability?

Can I use this ability if he only has say 10 or 20 damage ?

You can heal even he has just 10 2o or 30 damage. You heals as mush as you can but no more then 40.
