With the release of Colress, Stage 2 decks now have a strong draw supporter that does not force them to discard crucial resources while setting up. Garchomp has its own search engine and can set itself up fairly easily. Once you get a Gabite chain going, you really only have to draw into energy to keep the attackers coming. 6 switching cards give you options out of catcher-stalls and silly Hippie Lazers. Scramble Switch is the ace spec, letting you set up surprise Lands Judgements or a Giant Mewtwo.

One thing to note, don't evolve your Gabites to Garchomps until you need to. Being able to Dragon Call+ Communication to Snag Mewtwos/Landoruses is important, and you will need to use dragon calls to keep the steam going after KOs.

I keep going back and forth on whether I want to include 2 Rare Candy.
 
Pretty solid build Imo. I would switch out a p. comm. for a 4th level ball. Also switch a blend out for a basic fighting just incase you need to get off a lands judgement. Blends arent recoverable.
 
A Giant Mewtwo? Garchomp attacks for 2 energy man. I would go Dowsing or Comp Search no question in this deck. The surprise lands judgement is cute, but you Ace Spec needs to be more useful than moving 2 energy. It works well in decks running Lugia and such because you move 3-4 energy. I don't see needing to move 2 energy every single game being game breaking. Your Ace Spec is your clutch card and it should generally have multiple uses and be used nearly every game. That's why Comp Search and Dowsing Machine are you best bets here
 
Oddly enough, I do use my ace spec in almost every game. The goal is to do as little discarding as possible while setting up, so Dowsing Machine and Computer Search, while powerful, don't really add much to the deck. The Gabite Engine is pretty solid for getting myself set up. While moving 2+ Energy to make a surprise 3+ Energy Mewtwo or Landorus is ideal, sometimes I've found myself using the Scramble Switch to allow for surprise Dragon Blades and for pulling that initial energy off of Emolga. Also, with all of the Lasers, its nice to have an extra Switching card.

I will definitely consider swapping a blend to another basic fighting. I'm also considering going down to 1 basic water. There have been a few games where I draw water and nothing else.

I think 3 Level Balls is just about perfect, because they quickly become dead cards once I get my first Gabite going and I can usually Skyla for one if I absolutely need one. I find myself wanting more Comms to grab my EXs as the game goes on, but perhaps 2 would be enough.
 
My daugher ran practically this exact same list at Regionals last month only she ran two mewtwo ex.
She went 3-3 an all of her losses were to Keldeo decks
 
Any Garchomp deck struggles pretty much against keldeo decks in my experience. Adding in Landorus, who is weak to water is not going to help that.
Rare Candies can allow you to start hitting with Chomps T2, as opposed to T3 (for example my Gartaria runs 3 Candies).
I disagree with you on a few other points. You should aim to evolve your gabites quickly so they are less likely to be catcher OHKOed.
I also wouldn't run PComm at all. You really shouldn't have too many extra pokemon in your hand with this deck. I would go with ultra balls instead.
Why are you running 3 escape ropes and 2 switches AND Scramble Switch? That's far to many when almost all of your cards have one or less retreat. I might run switch and one rope. As for the Ace Spec, CPU Search, Dowsing Machine, or Gold Potion would be your best bets.
Max out your Skylas and Catchers and Level Balls.
Ditch the DCE, as it is a useless on Chomps, and not any more useful than a basic energy for Landorus or Emolga either.

You're running Gartaria, which is a very different deck than this. In "Gartaria" you've got a bunch of bench sitters that people love to catcher, since they won't be attacking. In here, everything can and will attack if it needs too. Also, in most cases, turns 1 and 2 I'd rather be calling for family or spreading with Landorus so I don't really need the T2 Garchomp.

If they are Catcher-KOing my Gabites, then they are ignoring my Garchomps. Seems like a fair trade. The only time you should really fear them Catcher-KOing Gabites is when they are down to 1-2 prizes, in which case EVOLVE ALL THE THINGS.

Do you not recall the Ability "Dragon Call?" If I leave my Gabites unevolved, I can Dragon Call whenever I need a Landorus or Mewtwo and then communicate the dragon back in. Ultra Balls don't do anything better but discard vital resources

All good Ace Specs, but then this deck wouldn't be "ScrambleChomp"

Max Skyla and Catcher. Ok. But max level ball? Its a dead card after I hit my first Gabite. With only 3 Skyla and 3 Ball, I still have 10 "outs" to a turn 2 Gabite, and that seems good enough for me.

Having one shouldn't really hurt the consistency and I like having the option of powering up Mewtwo in one turn without having to Scramble into one. It is sometimes hard to draw into, but its nice to know that its potentially there for me.
