Since they are putting the pokemon episodes on the website now I decided to watch. At one point there is a banner with Articuno, Moltres, and Zapdos. But wait Arcanine is on it too..... do you think he was originally going to be a legendary?
 
Arcanine is described as a legendary pokemon, but it really isn't.

Ho-Oh is ep1. and Ash mistakes it for Articuno.
But it is clearly a Ho-Oh :/
 
The Ho-oh theory sounds nice, but the johto league wasn't even planned for that early in the series, so it's FAR more likely that it was a fearow considering the events of the prior episode.
 
Except it IS a Ho-Oh... If you look at a screenshot of the Ho-Oh, and compare it to a G/S Ho-Oh, they are identical except for the color.

the whole significance of making it a Ho-oh was to show that there was more that they did not know about the Pokemon world, there were more Pokemon to be discovered. and so they took a design that nobody had yet seen, that may or may not have already been created (if you believe the rumors about Satoshi having designed 1100 total or not), and launching the series with that to drive the point home.

The Tower of Terror

 The Bicker the Better

With all the censorship on American TV, a lot of the story has been left out with the absence of these episodes.
 
Beauty and the Beach was aired later, although edited. , Tentacool & Tentacruel and The Tower of Terror were only temporarily removed from rerun rotation because of sensitivity related to the matter, and were then added back later so they aren't still banned. EP035 I doubt will ever be released, because at this point nobody really cares. Holiday Hi-Jynx might be on there if 4Kids recolored the Jynx (they might have after the complaint), but I dont think they'll bother with any of the holiday episodes really.
 
To answer the original question, Arcanine is "The Legendary Pokemon"
A lot of people I've talked to (along with myself) think that Entei was an Arcanine before he died and was resurrected by Ho-Oh. That leads right into you guys talking about Ho-Oh, who, when Brass Tower burned down, flew off around the world, in search of a pure heart. Ash doesn't turn out to be the trainer with a pure heart(at least in the games, not sure about the anime), that's Gold, or Kris if you chose her in Crystal. Hope this has helped.
