I just wanna start out by saying that I have been away from the game for a long time so I'm not very familiar with the format or anything. With that said any and all advice is very much appreciated

Strategy: The Basic strategy is to use Seismitoad's Goo Punch attack to lock my opponent's item cards for as long as I can while locking their abilities with Garbotoxin. Pyroar is in there to help against Genosect but can also be useful against many decks. If I feel that Pyroar is more benefitial than Garbodor than Garbodor becomes discard fodder or I take tools off him with Tool Stripper

[W][W][C]: Grenade Hammer: 130 damage. This attack does 30 damage to two of your Benched Pokemon.

When a Pokemon-EX has been Knocked Out, your opponent takes 2 Prize cards.

Tool Stripper – Trainer
Item

Choose 2 Pokemon Tool cards attached to your Pokemon and return them to your hand.

You may play as many Item cards as you like during your turn (before your attack).

I'm assuming this will be the format after the rotation, so I will say it's Plasma Storm-on (not to confirmed to be the actual rotation).

You are never going to need 4 Fan Club. It is a decent 1 or 2-of in set-up decks that need multiple Basics, but in a deck that really wants to get that first turn Goo Punch off, you're going to want to use draw Supporters. I would drop all Fan Clubs for 2 more Ultra Ball and some other stuff (like Lysandre and Pal Pad). You shouldn't need Elesa either, 9 tools is enough (especially when they can't Megaphone it away under Item Lock). You can probably cut off some of the tools for more stuff. Battle Reporter is VERY bad, especially when you are lowering their hand size with Red Card and Ghetsis.

Changes to the list:
-4 Fan Club (explained above)
-1 Elesa (explained above)
-2 Hard Charm (the damage boost of Muscle Band is more important)
-2 Mountain Ring (Your opponent can counter it during there turn)
-1 Red Card (You should have enough distruption)
-1 Water (7 is probably enough when you are using Goo Punch a majority of the time)

+2 Ultra Ball
+1 Lysandre
+1 Pal Pad
+4 Hypnotoxic Laser (you need to do more damage)
+2 Virbank City Gym
+1 Switch/Escape Rope (You need some switching cards in there too)

I hope this post helped. I should note that even with these changes this deck autoloses to Virizion/Genesect, but you need to change the entire deck to get a good match-up against it.
 
I took a lot of your suggestions and edited the trainer line a lot and it seems to run a lot more consistently now
 
Since you are playing different basic energy types, you may want to also incorporate a Professor's Letter to provide energy searching capability.
