Okay, according to your previous ruling, you could use Skill Hack to successfully use Lugia ex's Elemental Blast.
However, that attack actually requires the discarding of cards.
What about an attack like Raichu d's, where the discarding of a metal energy is optional?
Does it automatically count, or does a metal energy actually have to be discarded?

You need to discard at least 1 Metal Energy, as per the ruling in the Compendium. (Hydro Wave requires you to discard all Water Energy attached to Salamence ex - if you don't discard anything, nothing happens.

Note that the Lugia ex ruling in no longer valid.
All Energy discards are considered attack costs and have to be done.

You could do 50 without discarding the metal, but to do 90 you would have to discard a metal (copying Metallic Thunder with Skill Hack). Shiftry has to discard for 90, since to get 90 damage it is required that Raichu discard.
