So, given that, it is not eventually up to your TO.
Those sleeves are either legal per the floor rules, or they are not legal per the floor rules. It's pretty straight forward and not at all up to your TO to allow or disallow sleeves that meet the requirements.
Having cleared those two points up, what about the sleeves?
They are very much legal!
They meet the two requirements needed for non-plain sleeves:
1. They are official Pokemon sleeves.
2. They have a solid color at the edges.
And they look great! Have fun using them!
