If you want straight speed Empo, do this

+4 Chatot MD

+ 4 Master Ball/Dusk Ball

+ 3-4 Roseannes

If you want an Empoleon deck with a bit more punch. add

2-1-2 Omastar MD

I like the old Piplups best, they're faster and stronger. Omastar helps Empoleons alot, so use some of them. Felicity's is good for draw power, and Roseanne's is good for any deck. DRE and scramble are vital in Empoleons
