This question is about the mechanics of this forum.

If i ask a question, get an answer and need more clarification is there a mechanism for me, the author of the thread, to respond to your response to my question.

I get it that this is not a discussion forum and therefore isn't open to everyone to post to but it didn't really make sense to me that I had to open a new thread to ask for further clarification on my original question.

So if there is a mechanism to do that how would I and if there isn't one is it possible to make it so?

No mechanism beyond what you're doing.
Copying in a link to the original post would also be useful, though.
We have no plans to change it because we want every ruling to be a Q/A format.
While you are asking for clarifcation, experience shows that most replies, if it were opened up, would be arguments and debates instead.

I do appreciate the awkwardness of the current set up for asking for clarifications and apologize for the inconvenience.

One alternate would be to switch to the single card forum for a back and forth discussion, if that helps.
