Starting a Pokemon league

Ok, I'm trying to get my library to start a Pokemon league, but i'm not sure of everything i need. Can someone give me adcive on getting started? I need a list of everything I'd need, how to get it and how much it would cost me, if any.

A League 'Owner' must be at least 18 years old; a League Leader (who runs the league with/for the owner) must be at least 15. Professor status is also a VERY good thing for a LL/LO to have, as it demonstrates that one has basic competence with the mechanics/rules of the TCG. One must be at least 15 to become a professor.
