If my opponent has an active Pokemon with NO energy, and 70 damage, is he able to use Super Potion and heal 60?
Super Potion states: ""Heal 60 damage from 1 of your Pokemon. If you do, discard an energy attached to that Pokemon"
My opponent tried to argue that discarding was "optional", yet the card clearly states the opposite.

Can I get a proper ruling from you, and not someone from Facebook??

Yes. They can use Super Potion. They do as much as they can. "Optional" is not the correct word. You have to discard an energy card if there is one attached. But if there is none attached, you can "get away with it".

Note that in the Modified Legal Card list that we have published in the upper left of our front page, Super Potion from Base Set is only usable with a reference card precisely because it is worded such that the Energy discard must be done and originally it could only be played if an energy card could be discarded.
Since that is no longer the case with the new text of the new card, you need at least one of the new cards to use as a reference.
