Super Rod - Returning fewer than three cards

Hi there,

I Was playing on PlayTCG, when my opponent used super rod to return a sneasel and sableye to their deck, whilst there were two darkness energy in their discard pile also. On reading Super Rod, it reads 'Shuffle 3 in any combination.....' . Am i right in saying that if there are 3 valid targets for super rod that all three have to be shuffled back in?

The PTCGO has a number of glitches in it that don't follow the correct rulings correctly.
This would be one of those cases. They should have had to choose a 3rd card since there were valid targets.
