Kojima mentioned if Otacon wasn't in the game (in some shape or form), he wouldn't allow Snake in the game...

Well it's about time! He's the most awesome character from the Kirby world. Now I'm just waiting to find out what his Final Smash is.

Otacon is Snake's supporter, the technical guy. Think of him as the brains behind the operation. The guy who sits back, monitors the situation, provides plans and information, hacks computers, and explains the shiny toys.

No, that's Colonel Campbell. Otacon is a stereotypical nerd who was working in the nuclear facility that Snake had to infiltrate in Metal Gear Solid. He helped Snake hack electronic locks and such.

It's pretty clear to me that Meta Knight is going to be an unlockable, so he'll probably be put on the website 1) never, or 2) after all the standard characters are up. So Falcon comes first.
