Swalot's Swallow Up Attack

Swalot attack reads: Before doing damage, count the remaing HP of the Defending Pokemon and Swalot. If the Defending Pokemon has fewer remain HP than Swalot's, this attack does 80 damage instead.

The wording to me is a bit confusing and now a friend and I are in disagreement. Does the defending Pokemon have to have damage on it in order for it have "remaining" HP? Or does Swalot do 80 damage to all Pokemon that have less than 90 damage (Swalot's Max HP) when Swalot is at full health? Thanks!
 
No, it doesn't have to have any damage on it.
If it has no damage, the remaining equals it's max.

Yes, if neither Pokemon has any damage, an 80 HP or less Pokemon would be KO'd in one hit.
