so should i use weavile or togekiss?

Don't forget Weavile's free retreat. This can be very handy after a KO or in combination with a Warp. 14 basic NRG is at the low side to make Togekiss effective.
14/60 = .23 *10 = 2.3 NRG AVG. More if you manage to thin your deck but while you're attaching you are depleteing the NRG pool. Togekiss is stage 2 Weavile stage 1save your candy for TTar. (TTar like candy!)
Togekiss is a one shot deal Weavile's attack can be repeated until he is KOed usually twice early game. I really don't see any reason to consider Togekiss.
