Tangela's Entangling Vines v. Deoxys' Form Change

If I were to attack Deoxys [Defense] with Tangela's Entangling Vines, could my opponent attack if he or she were to Form Change into Deoxys [Attack]?

Similar to this question, what if he or she used Swoop! Teleporter and switched it with, say, Misdreavus?
