Target Raising Card Prices?

I was at my local Target last night and bought a couple of Emerging Powers boosters. I went to pay, and they rang up at $4.29!!! The item name was definitely correct, (as far as being EP packs) but the price was $4.29. I asked about this, and since they had no sticker next to the item with the price or name of item. They claimed the area was disorganized because of people randomly placing things back there, but there wasn't even a price label anywhere near the cards that said $4.29. This is just Emerging Powers, Black and White rang up at $3.99.

Anybody else seen this?

I noticed that as I paid for some packs a couple of days ago. My local hobby stores are selling them from 3.70-4.00 so I'll just have less of an incentive to "misbehave" and impulse buy a couple of packs when I go get stuff at Target.
 
OMG poor you. We pay between $6 to $8 for our packs, and thats even with our dollar worth more than yours.

Wow, didn't even MEAN a comparison between international and the USA. I know its a huge, frankly, "unfair" difference. I imagine your packs will be even higher than that now.

It's kinda unfair, it would be reasonable if packs were $4-5.
Where do you get packs for $8? Maximum I've seen is $7.
