My list

1. Empoleon - That power is just game breaking with the correct cards
2. Giratina - Invisible Tentacle
3. Raichu - 2 attacks a turn
4. Dialga G - See ya bodies
5. Heatran - Blaziken support
6. Glaceon - Power lock is insane
7. Leafeon - energy acceleration
8. Dusknoir - Ectoplasm rocks
9. Magmortar - Powerful snipes
10. Gardevoir - Broken with Gallade
11. Honchkrow - Me like the attack
12. Magnezone - auto Paralys
13. Gliscor - status conditions FTW
14. Shaymin [Land] - 50HP to Torterra
15. Shaymin [Sky] - Better then Land in some cases
16. Lucario - Stance is great
17. Electivire - It is amazing
18. PorygonZ - Wonderful in Blastcatty
19. Palkia - Only really useful for power
20. Cresselia - I love it. 2 prizes, heal and attack
21. Uxie - Actually has use outside of AMU
22. Azelf - See Uxie
23. Torterra - Dialga makes it really slow
24. Infernape - Hard to get energy in the discard without Delcatty
25. Garchomp - Restore is sweet, but thats about it
26. Mesprit - AMU only
27. Darkrai - Too easy to escape
28. Machamp - To vulnerable
29. Drapion - subpar at best
30. Mewtwo - To easy to get around
31. Dialga - Too flippy
32. Palkia G - No combos
33. Regigigas - Too prone to Power Lock

2. Giratina - Invisible Tentacle

I heard those tentacles aren't too bad
Wait
Wait
WAIT

I mean, um...my list

I) Cresselia - free 10
II) Uxie - Pokedex every turn
III) Dialga G - Latilock all over again
IV) Palkia - GOW

I refuse to accept the existence of others

Trade Off is overrated - For something that you have to Level Up, a free pokedex a turn is not that great. Zen Blade is a saviour against Machamp though. Giratina Lv X, Dialga G Lv X, Cresselia, Lv X and Palkia Lv X are my top ones.

1. Regi: Pretty much the BDIF exept for a couple of rarely played bad matchups
2. Palkia: so hard to play around for the opponent
3. Uxie: Everyone plays uxie and 60 for 2 is not a bad number plus the pokedex. Its good.
4. Dialga g: Decent attacks plus the only card that can effectively shut down pokebodies
5. Torterra: One of the best powers in teh game. 160 HP plus a great attack.
6. Dusknoir: Extra HP for a dusnoir and it makes the opponetn think twice about killing the dusknoir thats taking prizes by the turn.
7, Leafeon: Very good attack and power. Just slow but otehr than that its a good card.
8. Azelf: It's a good tech if you run azelf and psychic energy. It's helps a lto of matchups ina lot of decks. For example. TTar v. Gengar. If gengar has azelf in play then dark weakness goes plus azelf hits anyone without a g for a lot most of teht time.
9. Magmortar: Only thing that makes magmortar playable in this format.
10:Giritina: Looks decent

1) Cresselia Lv. X (moving damage counters around + 2 prizes = godlike)
2) Leafeon Lv. X (two energy per turn gives this synergy with a LOT of cards)
3) Uxie Lv. X (great attack for two energy. One of the best Lv. X to compliment it's base stage.)
4) Regigigas Lv. X (Heals itself, powers itself up, amazing attack, tank HP, extremely usable)
5) Garchomp Lv. X (underrated card, easily the best way to make a comeback, spread capability, free retreat)
6) Dialga G Lv. X (no bodies and two great attacks between this and the base stage gives this card attack and tech power)
7) Dusknoir Lv. X (extra HP, stadium capabilities, never dies)
8) Shaymin (land) Lv. X (even though grass usually sucks, this card gives them a chance. +40 HP rules)
9) Palkia Lv. X (Restructure is BOSS. Free pokeblower can give you instant wins vs some decks)

The worst Lv. X's:

Empoleon (can't attack at all next turn. any good deck can survive without two cards...it lets you cosmic power for more.)
Honchcrow (no body or power....the bast stage is better)
Raichu (worst lv x next to Empo. only uses two attacks one time, then it's easy KO. not to mention energy waste and too conditional.)
Porygon Z (wasted tech. good only if you run a pory z deck, even then, it's usually dead by the time it's out)
Lucario (like raichu...only good the first turn it's out. then it's easy KO)

Wow far too many to rate them all, but my top 5 would have to be:

1. Regigigas- Proving to be a very formidable deck at the moment.
2. Leafeon- Energy Acceleration is an awesome power (and Eeveelutions are my favourites!)
3. Dusknoir- Ectoplasm is the best Poke-Body in the game right now.
4. Shaymin- +40HP gives just about every grass deck an amazing boost. Torterra X with 200HP!?!
5. Azelf- Better than it's more highly rated sibling Uxie IMO. Can and should be teched into every Psychic deck.

Here's a more realistic look at the Lv.Xs. Everyone who said some of these cards are at all good: Would you play them? Do they work in more than two decks? Prolly not. So, without further ado, here is a more jaded look at these Lv.Xs.

The Level X list
  1. Raichu - 5/10 - Decent, but only strikes hard once and doesn't combo well with anything.
  2. Machamp - 4/10 - Not good. Just run a straight Machamp donk deck.
  3. Mewtwo - 5/10 - Only useful as a tech in areas where Basic decks are popular.
  4. Gardevoir - 6/10 - Yeah, it can OHKO anything... but is Gardy really meant as an attacker?
  5. Empoleon - 5/10 - It's a decent Lv.X, but Empo can't do much right now.
  6. Torterra - 7/10 - Beast hitter, loads of HP, mega damage, lots of combos. 'Nuff said.
  7. Infernape - 5/10 - Is it really worth levelling up Infernape? It's meant to hit hard and fast.
  8. Lucario - 3/10 - Stoopid card. Decent attack, but only the first time. Fails after that.
  9. Honchkrow - 4/10 - Simply not useful any more. All its prev levels are awful.
  10. Electivire - 4/10 - Too slow. Again, just kind of generically not that good.
  11. Magmortar - 6/10 - Flame Buster pwns, has some good combos. Low HP, though.
  12. Drapion - 5/10 - Nothing special here.
  13. Magnezone - 5/10 - Good, but slow. Too slow. Can combo with Electivire, but... it's sooo slow.
  14. Leafeon - 8/10 - Double energy attachment? Yes please! But Sceptile can work better in many situations.
  15. Glaceon - 6/10 - Not a combo with anything, drops in usefulness with Dialga G Lv.X.
  16. Gliscor - 5/10 - SLOW DECK played against me with a lock deck centered around this, but it's not competitive.
  17. Porygon Z - 5/10 - The Stage 1 (Porygon2) is beastly IMO, but the Lv.X is too reliant on flips.
  18. Mesprit - 4/10 - AMU fails, and this doesn't work in any other deck.
  19. Uxie - 7/10 - Overrated. Trade Off is good, but not worth the work it takes to level up a support Pokémon.
  20. Azelf - 5/10 - Not the most useful of 1-1 techs.
  21. Dialga - 3/10 - Just... not good. D:
  22. Dialga G - 7/10 - Also overrated. Decent power, attack requires too many energy.
  23. Palkia - 7/10 - Overrated, LOL. Works well in a select few mediocre decks, takes too much skill for most people
    to use it correctly.
  24. Palkia G - 6/10 - Alright, but nothing special. Can work, usually won't.
  25. Heatran - 6/10 - Combos well with Magmortar and Infernape, not much else.
  26. Regigigas - 9/10 - Beast. Massive HP, basic, sweet attack, sweet power, can be up 'n running quickly.
  27. Giratina - 6/10 - Nothing special here, folks. Occasionally playable.
  28. Cresselia - 8/10 - fits into many decks, all around good. Playable.
  29. Darkrai - 6/10 - Too slow and clunky. Only combos it works well with involve too many additional lines.
  30. Shaymin [Land] - 8/10 - Massive HP boost, spectacular attack. A good addition to most Grass decks.
  31. Shaymin [Sky] - 7/10 - Alright, I guess. But if you have the option, run Shaymin Land.
  32. Dusknoir - 8/10 - Prev Levels are good, the Lv.X doesn't go away. Pwns in spread decks.
  33. Garchomp - 7/10 - Fantastic card... can someone come up with a deck that it works in?

Eh, why not, I'll do this also.

The Level X list

Raichu - 5/10 - It's ok, and attacking twice is great, but it's hard to use and maintain.

Machamp - 8/10 - Great boost of firepower for Machamp, especially if he's either a fresh one that won't get OHKOed next turn or himself is already near dead, but you need to take that KO.

Mewtwo - 9/10 - Should be seeing more use in the coming months, completely blocks SP, Regigigas, and AMU all by itself.

Gardevoir - 6/10 - Better last year, not as good this year. Bring Down is still painful though.

Empoleon - 6/10 - Good, though many people will prefer straight Empoleon. Poke-Power is fun when it works right.

Torterra - 8/10 - Great HP, has its own good attack in addition to its base forms, and Forest Murmurs is a game changer when you're down. Plus, massive HP as well.

Infernape - 4/10 - Better about 2 formats ago, not that great now.

Lucario - 8/10 - Stance is still great, letting you stall for a turn and get in some nasty damage with Close Combat. Shame Lucario just isn't too good of a deck choice these days.

Honchkrow - 7/10 - Gives a useful boost to Honchkrow decks, adding a few more fun attacks. Level up from Honchkrow MT obviously, so that all your Murkrows attack for free as well.

Electivire - 6/10 - I think it's good, useful stadium-destroying attack and all, but again, the deck as a whole isn't good.

Magmortar - 6/10 - Read Electivire and add that it was good last year.

Drapion - 6/10 - Fun card, but expensive to use. Tri-Poison is fun as well.

Magnezone - 8/10 - Yet another addition on top of all the other Zones, great when you can get it out.

Leafeon - 8/10 - Better last year when you could throw down 2 DREs and call it game. Still useful for energy acceleration, but for specifically grass decks, Sceptile does this much better. Worth noting though that Sceptile is shut down by Dialga G, whereas Leafeon isn't.

Glaceon - 7/10 - Nice Body, but a bit slow to get out.

Gliscor - 7/10 - Useful addition to Gliscor, does well with Dusknoir apparently as well.

Porygon Z - 4/10 - Z as a whole pretty much sucks, Powers aren't really worth it.

Mesprit - 7/10 - The big hitter for AMU, guaranteed KO on almost any Pokemon in the game.

Uxie - 8/10 - If you use Uxie in any deck, may as well throw in one of these to at least not make it a complete bench hogger. Zen Blade on T2 is also nice, as it only needs Colorless to use.

Azelf - 7/10 - Good for AMU, Deep Balance can get on some hefty damage later on.

Dialga - 3/10 - Fun for a fun deck, fails in a competitive one.

Dialga G - 8/10 - Could change the metagame somewhat, but about half the decks out there don't rely on Bodies.

Palkia - 8/10 - Works nicely in shuffling Pokemon around, especially if you play it right.

Palkia G - 6/10 - Ok, but Dusknoir DP works when there's less benched Pokemon, even if it's not forcing them into the lost zone. Lost Zone = fail gimmick anyways.

Heatran - 7/10 - Combos well with Magmortar and Infernape, but hard to get out and retreat.

Regigigas - 10/10 - Beast. The whole reason Regigigas decks are even able to operate. Sacrifice is big.

Giratina - 6/10 - Nasty attack, but too expensive to use.

Cresselia - 6/10 - I've personally never seen how moving 1 damage counter around was that good, can get in KOs I guess.

Darkrai - 6/10 - Slowish, but Body is a big boon to Dark decks.

Shaymin Land - 9/10 - Almost a must-play for Grass decks, 40 extra HP is nothing to laugh at, and Seed Flare both deals big damage and powers up your Pokemon faster.

Shaymin Sky - 5/10 - No reason to even consider this over Land.

Dusknoir - 8/10 - Turns into a nasty Stadium, one of the rare cases you want your opponent to kill him.

Garchomp - 7/10 - Good card, deck sucks.

1. Raichu 4/10
Dialga G killed you, my once proud and noble mouse

2. Machamp 1/10
Dialga G killed you, you sorry pile of trash

3. Mewtwo 2/10
I feel repetitive

4. Gardevoir 8/10
Good attack and combo worth power

5. Empoleon 5/10
Hand lock from a stage 2 = fail. attack nice excellent though

6. Torterra 9/10
Torterra Lv X MADE torterra, Dialga G once again speared you though...

7. Infernape 10/10
150 that is supported by literally EVERY lower form and a power that sets it up. I mean SERIOUSLY.

8. Lucario 3/10
Give warp point my regards

9. Honchkrow 1/10
Terrible attacks and a terrible lower form. ew.

10. Electivire 9/10
His attack is SICK in this format

11. Magmortar 9/10
I think this guy was made for Heatran, only Kingdra prevents him from steamrolling.

12. Drapion 1/10
Subpar attack and unreliable power. Gross.

13. Magnezone 7/10
Requires skill to use correctly, but is a complete monster if used right.

14. Leafeon 7/10
Another advanced combo card. Quite annoying this format.

15. Glaceon 4/10
10 more hp and do 10 more damage you would have been SO GOOD....

16. Gliscor 2/10
Status this format. ...yeah.

17. Porygon Z Will be good ONCE WE GET A BLOODY PORYGON Z WORTH USING
No rating.

18. Mesprit 5/10
Died after cities. I shall miss you, my good old friend....

19. Uxie 1783820000/10
Best Lv X and best basic in the format. Actually let me add some zeroes to that rating....

20. Azelf 9/10
If you know me, you know why this rating is like this.

21. Dialga 0/10
No comment

22. Dialga G 10/10
Shuts down like 15 cards on this list alone.

23. Palkia 8/10
Broken if you can use him, terrible if you can't

24. Palkia G 10/10

25. Heatran No rating possible
Hes 10/10 in his own deck and 0/10 in others.

26. Regigigas 9/10
Only power lock stops him from being 10/10

27. Giratina 4/10
Good in his own deck, terrible otherwise. And his own deck is terrible, so....

28. Cresselia 7/10 Power doesn't do as much anymore and the attack is clunky and hard to pull off. Otherwise this guy is INSANE.

29. Darkrai 4/10
Dialga G... =/

30. Shaymin [Land] 10/10
lol

31. Shaymin [Sky] 4/10
Dialga sops him from wrecking everything.
32. Dusknoir
33. Garchomp
