Is it that my Pikachu is allowed, or disallowed?

In your original statement I checked to see if Pikachu was mentioned, and it was not. All those mentioned were a few of the many that do not evolve, evolved pokemon, and babies.

The first round's theme is Basic X's. This excludes Legendary basics, Baby Pokemon, Pikachu, or Starter Pokemon.

This means you can make a Beldum or Smeargle X, it doesn't matter.

Before doing damage, you may switch 1 of the Defending Pokemon with 1 of your opponent's Benched Pokemon. If you do, this attack does 30 damage to the new Defending Pokemon. Flip a coin. If heads, the Defending Pokemon is now Paralyzed.

It was true, it wasn't in the first original post. Then I realized that it was for future use. So, for this round I'll accept you to use Pikachu.

Poke-Power: Constrict Prey
Once per turn, when Seviper poisons the Defending Pokemon with its attack, and it was not already poisoned, you may flip a coin. If heads, the Defending Pokemon is also paralized.

If the Defending Pokemon is not poisoned, or if it has more then 50 HP remaining, this attack cannot be used.

[P][P][P] Spray Venom 20
The Defending Pokemon is now Poisoned. Place 2 damage counters on it in between turns. During your opponent's next turn, if a new Pokemon becomes their Active Pokemon, is is automatically Poisoned.

Put this card onto your Active Seviper. Seviper Lv. X can use any attack, Poke-Power, or Poke-Body from its previous level.

After I thought for a while, I allowed Syther in the contest. So I'll allow you to use him or seviper, your choice.

Hopefully, all of our judges are in their judging process. The results will be announced ASAP.
Also, 6 people did not hand in their entries. You guys are disqualified because there was a deadline. If you needed more time, you should of told me. This actually works with our schedule, since I originally wanted 16 entries. 4 will still won't make it to the next round.

I'd much prefear to use Scyther, thank you. I'm sure that Seviper would score higher due to simplicity, but Scyther X was just too good to pass up.
 
I judged your Scyther anyway. You should know right now that the Seviper would have lost you a lot of marks. You can't call the 2nd attack + power which combos with 1st atk balanced, can you?
 
Wow, did I choose the wrong time to start a contest.
Guys, school has been really busy and is keeping me back a bit. I will have the results for Wednesday. Napoleon has his in and they will be shown with mine and Arceus999 by Wednesday. again, sorry for the wait.
 
Huh? It doesn't change your marks or anything!! Believe me, you should be using the extra day to think up some ideas of what you can put on your next card.

Lolz JamesWilliams. Napoleon's Empoleon. That's a very coincidental Pokemon. My first DP card was the set Empoleon Lv.X. You should have seen the look on my face when I pulled a random card out of my first pack in my 2 boxes and I got Empoleon Lv.X!
 
Give him a break, he's obviously busy as he said. Its not like its a matter of life or death :p
