I agree the title is cheesy, I'll change it later. :nonono:

Anyway, this theorymon could be a fun deck and seems like the most effective way to run Ho-oh EX.

Ho-oh EX - 4
Terrakion NV - 2
Virizion NV - 2
Rayquaza - 1
Darkrai EX - 1
--- 10 Pokemon

Fire - 2
Fighting - 3
Lightning - 3
Darkness - 3
Grass - 2
--- 13 Energy

Ultra Ball - 4
Prof Juniper - 3
Energy Search - 3
N - 3
Exp. Share - 4
Switch - 3
Catcher - 3
Max Potion - 3
Energy Retrieval - 2
Tool Scrapper - 2
Super Rod - 2
Plus Power - 3
Enhanced Hammer - 2
--- 37 Tr / Su

Stategy is to get Ho-oh EX in and out of the discard pile along with the plethora of Energy types it needs. Terrakion is you're go-to Revenge Killer. Virizion counters other Terrakions and provides extra draw support. Rayquaza is for some extra kick, especially against Dragons. Darkrai EX is for free retreat though not a necessity.

Suggestion? Comments?

i feel as though you're going to have an issue because you'll never be able to OHKO anything with only 5 types of energy (max of 120 damage without Eviolite)...
if I were you, I would focus more on Ho-oh and maybe only have Terrakion as a support system... maybe a Mewtwo/Mew/Shaymin EX also as backup? that way you can spread your energy a little thinner and try to get more types on Ho-oh whenever possible. Haven't playtested it, but I've always thought Terrakion EX could be interesting with Ho-oh...

Now for your trainer... I don't think you're going to have room for extra "want" trainers, such as Enhanced hammer. You're lacking a lot of "needed" trainers already...

for example I'd definitely max out on your Junipers to ensure you're getting Ho-oh in the discard pile, and also getting you more support cards. I always try to have at the very minimum 10 supporters, usually closer to 12. I'd add in some Biancas because they go well with Ultra Ball, and maybe Cheren or Cilan.
Also, what about Energy Switch? seems like it could be useful in this deck...

The way I would start is...

4 Ho-oh EX
2 Rufflet
2 Terrakion
1 Mewtwo EX
1 Shaymin EX

4 Professor Juniper
4 N
4 Bianca
4 Ultra Ball
4 Pokemon Catcher
4 Switch
3 Max Potion
3 Energy Search
2 Energy Switch
2 Super Rod
2 Eviolite
1 Tool Scrapper

4 Fighting
3 Grass
1 Darkness
1 Metal
1 Psychic
1 Fire
1 Lightning
1 Water

Just off the top of my head... but hope that gives you some ideas

I think all Energy need to be 2-of here at least and I don't much care for Rufflet. Also Shaymin EX is kinda iffy.
How about this:

Ho-oh EX - 4
Terrakion - 2
Rayquaza - 1
Mewtwo EX - 1

Fire - 2
Fighting - 3
Lightning - 2
Grass - 2
Water - 2
Psychic - 2

Prof Juniper - 4
N - 4
Bianca - 3
Cilan - 2
Ultra Ball - 4
Catcher - 4
Switch - 4
Max Potion - 3
Energy Search - 3
Energy Switch - 2
Super Rod - 2
Eviolite - 2
Tool Scrapper - 2

If you insist on 2 of each energy.... If you run 1 of the each(except the ones for your techs), you have more space, but how about this?
4 Ho-oh EX
2 Mew EX
3 Virizion
-9-

2 Water
2 Fire
2 Lightning
2 Fighting
2 Grass
2 Psychic
2 Dark
2 Metal
-16-

4 Juniper
3 N
4 Bianca
2 Random Receiver
4 Ultra Ball
4 Pokemon Catcher
2 Energy Switch
3 Energy Search
3 Skyarrow Bridge

2 Revive (For Mew EX, there is no need for Super Rod)
2 Eviolite
2 Tool Scrapper
-35-

I seperated Revive, Eviolite and Tool Scrapper b/c they are just leftover spots. Anything could go there (Max Potion, SSU, Energy Switch, etc.)

What does Mew-ex do here that Mewtwo can't do better? 9 times out of 10 x ball is going to do more damage than hooh, he has higher hp, and is a much better starter

And I'm sorry I just don't understand why you would want "atleast 2" of some types of energy your pokemon don't use, unless you were running Mew ex or something (in which case you would want more darkness energies in hopes of using Night Spear or something once in a while). Either way, you're just hurting your Ho-oh's maximum attack strength

Noticed it after I posted it but I had to go to bed. Mewtwo EX>Mew EX as the Mewtwo counter in this deck.

How does having 2 of each Energy hurt Ho-oh's max attack strength? It needs at least 5 or 6 types of Energy to KO most Pokemon (120 - 140 damage) So I want to maximise the chances of getting that 5 to 6 Energy, and I'd rather not run the risk of ANY Energy types being prized. Running 1 of Energies increases those chances, and your opponent can take advantage of that.
