he is asking a question based upon psycology
a good player can determine how you are based on the tone of your voice
lets say your opponent has a copycat and an admin in their hand, and youhave 8 cards in your hand
by speaking, you may give away, in your voice, excitement, letting your opponent know that you may have a counter to shift the game in your favor
then they will apt for the admin
if they hear saddness or disappointment, they may apt for the copycat to give themselves more cards
i think that is what he meant
 
I don't see a 'problem' here; if one can't control their 'excitement' enough to just state 'seven' then that seems to be a personal problem IMO and not a gameplay one.

Whether you count them out, state it or whatever, your opponent is entitled to know as the size of one's hand is public information; if they ask, you must tell them.
