Theme deck tournament

The HL expansion is now available.
I would like run a tournament (theme deck) during the league session.
This will be the first time that I run this kind of tournament.
I saw that in prerelease event this tournament is a side event.
I ask for some questions:
1) Is it possible to sanction this tournament? (Limited format)
2) How do you usually run this? And wat kind of products do players receive? (I thought 1 theme deck and 3 booster to build a 40 cards deck)

Donphan - I think POP has to answer those questions for one time.

Why sanctioning, play at as you wish and don't sanction, it's much more fun to do it your own way.
