See the eratta on the card here (first item): http://compendium.pokegym.net/compendium-lvx.html#206 Since devolution is not damage from an attack... it can't affect a PKMN with Unown G attached.

PokePop Administrator Staff member Dec 25, 2008 #3 Note that it would be a valid choice to rarget (as long as it's not a level X), but the effect would be prevented. You would not get to choose a new target unless your opponent is kind enough to let you take back your choice.
