TM 2 vs. Unown G

If a pokémon have TM TS-2 attached, will it be able to use Devoluter on an opponent's pokémon that has Unown G attached with success?

The only thing that can be done by an attack to a PKMN with Unown G attached is DAMAGE.

Since devolution is not damage from an attack... it can't affect a PKMN with Unown G attached.

Note that it would be a valid choice to rarget (as long as it's not a level X), but the effect would be prevented.
You would not get to choose a new target unless your opponent is kind enough to let you take back your choice.
