You have Gyrados in play with 4 damage counters on it and a unknown G attached to him. Dose it stops TM-2 attack from going threw. my Question is TM-2 is that an effect of an attack

Yes, Devoluter's attack is entirely an effect. You can't use it to devolve something with an Unown G attached.
