TM Devolution and confusion

Just got a quick question on Tm Devolution when the attacking pokemon is confused. If they flip tails do they take 30 damage and the attack fails. Or does they attack still work like use a forest seal stone?

A failed Confusion flip replaces the attack with an attack that places 3 damage counters.
The Devolution attack doesn't happen at all.
Forest Seal Stone has the Star Alchemy Ability. It's not comparable at all. It is not an attack.
