I would ditch Rowan's and 2 Grass Energy, and put in 3 Super Scoop Ups. It should help with how often your able to use Togekiss.

Possibly find a way to sneak in a Pop 4 Sceptile, because moving energy around takes solid advantage of when you need a kill --- you need a KILL!

Super Scoops aren't necessary.. and I'm not attacking w/ Sceptile, so a POP4 version isn't necessary either. But I like people posting their thoughts regardless!
