Toxicroak anticipation vs skuntank

does Toxicroak Gs anticipation body prevent him from being poisoned by skuntanks power poison structure. It says prevent all effects excluding damage, which i know means he cannot be poisoned from attacks...but is the power an attack?

You left out the "from attacks", and that's the important part.
Powers are not attacks, so Toxicroak could be poisoned by a Power.
However, if you read Poison Structure, it does not affect Pokemon SP, which Toxicroak G is, so he's not poisoned for THAT reason.

Powers are not attacks, so a power could poison Toxicroak, HOWEVER, Skuntanks power will not poison Toxicroak since it specifically excludes Pokemon SP.
