I have two questions about M Manectric EX Turbo Bolt attack:

1. If there are two basic energy in the discard, must both of them be attached to a pokemon? Can only one, or even none, be attached to a benched Pokémon?

2. If Suicune is on the bench, does Suicune's ability Safeguard prevent energy being attached to it with Turbo Bolt.?

1. It does not say "up to" or give a choice. If you can, you have to do as much as you can.
2. Yes, but it is a valid target to choose for the effect. The effect would just be blocked.
