here is the decklist:

pokemon (17):

3-3-1 gliscor level x
3 mr mime (for stalling while you set up your gliscors)
2 azelf
2-1 claydol
2 unown Q

Trainers (31):
2 celio's network
1 buck's training
4 rossanes research
4 itemfinder (for recycling deevolution sprays)
1 prof oak
2 premeir ball
2 luxury ball
4 deevolution spray
3 tm evolutor
4 computer search
2 pokemon trader
2 bill

energies (12):
7 fighting
1 call
1 dce
1 recycle
2 warp

strategy:
preferably start with wailmer, atach evolutor and search out baltoy. use evolutor to search out wailord then claydol. or, if you are using mr mime, start with him, then search for claydol.
one you have a wailord/mr mime as your active sstart searching for gligars, then use evolutor to search for gliscor. then get the lv x into your hand, each gliscor with 2 energy and you are ready for the cycle;

you would need 2 gliscor's (non lv x) out for this to work, 2 energy on each and gliscor lv x in your hand

Your turn:
use warp point to retreat wailord (if you are using mr mime, use unown q instead)
then send forward a gliscor.
level up your active gliscor, parylyzing opponent
pester for 80 damage

opponents turn:
they are parylyzed and can not attack

Your turn:
retreat with gliscor lv x's free retreat
put the seccond gliscor as active
deevolution spray on gliscor lv x so now you have a gligar
evolve gligar back to gliscor

Repeat from the third line (not counting the "your turn:")

possible tech's
arbok d
victreebell LA
heatran lv x plus full flame arbok or victreebell
3 ssu plus 2 switches plus 2 stark mt. so that you can use the normal scorpio strategy while you set up your second gliscor

you should run professor Oak, computer search, bill and energy removal in this deck. I like imposter professor Oak's revenge as disruption.

If you are going to play Waillord you might think about adding Xatu in. His power lets you switch a special condition to the defending pokemon. If Wailord is asleep you could move the special condition to the defending pokemon, then switch up the Gliscor to do Pester for 80.

ok, thanks. i might run mr mime instead of wailord. mr mime will help against AMU and Kingrda but against decks that require more energy wailord is better
i will add zatu if i decide to use wailord. it depends on next season's metagame
i will probably not use it, so i will ajust the deck accordingly

edits other than that:

+ 4 computer search
+2 pokemon trader
+1 prof oak
+ 2 bill
+2 unown Q

-2 warp point
-2 Buck's training
- 1 wally
-2 celio's network
-1 azelf
-1 claydol
-1 premeir ball
-1 mr mime
