Unlocking HS Theme Decks- Where do you find the codes?

So I've done some digging and I can't seem to find any reference to how you would unlock the HGSS and HS Unleashed Theme decks. I've found out the Triumphant and Undaunted theme deck codes are all sold with the Prime Challenge boxes and each theme deck code states that the respective code unlocks the deck that it came with. I've never bought a theme deck before so if someone could clarify for me where to find codes for HGSS and Unleashed or whether you can open any theme deck with just a code like how the boosters work.

They don't exist at present. Neither do ones from CoL. Those were made before the TCGO was going public.
