Can you use TM Evolutor or Devolutor when it's attached to a benched pokemon? Unless I'm missing something I don't see how that is a legal move... I was at a sanctioned tournament and the guy who got first place kept doing that to knock out pokemon and the person in charge let him even when I questioned it. Anyway I lost because of that but back to my main question.. he wasn't allowed to do that was he? It clearly states you can use the TM as your attack.. but you still need to be the active pokemon in order to attack right?
