Stratagy: Vanilluxe is your main attacker, you use it to continuously paralyze and stall your opponent, use vileplume for trainer lock to stall your opponent more, Victini is used to redo coin flips for vanilluxe so you paralyze every turn, and beartic is used as a second attacker and to stall while getting set up
 
I run the same type of deck, but I run 2 Reshi to help me build up. I also max out on Comm and PONT. 3 DCE and 1-1 Beartic. 3-1-2 Plume and 3 Fliptini. It works out very well. Also, I don't think you need the Elms, especially if you use Comms and add in Junk Arms.
 
The reshiram idea sounds good, i only have the Vanilluxe line as my attackers so i rely heavily on getting 2 set up as well as a Vileplume. I also use Teddiursa from call of legends to help get the trainer lock up quickly.
 
You can probably do fine with only 2 Victini, since you don't want him on your bench without the Vileplume up anyway.I'd try to fit in the 4th rescue energy as well.
