Weakness/Resistance with Duel Types

Recently I was at a Gym Challenge in SC. The TO ruled that if a pokemon has resistance from a type, and the dual type is that type and something else, it doesn't affect that pokemon's attack at all.

For example, he ruled that while Rayquaza has resistance to water, Team Aqua's Kyogre is a water/dark pokemon and rayquaza only has resistance to pure water pokemon, meaning that TA Kyogre's attack is not reduced by 30.

Is this correct? If not, how should this be handled?
 
I'm sorry, but that is rubbish IMHO! How then could you apply resistance for the Salamance that has both Fire & Fighting? Or weakness for Gardevoir-EX that has both Psychic & Grass?? There are no such pokes!!

We'll ask this at the next meeting to make sure, but you should present these examples to your TO and see what they have to say about that.

A. No. If a Pokemon has more than one type, each type still counts against the Defending Pokemon's Weaknesses or Resistances. (May 20, 2004 PUI Rules Team)
