What do you believe is themost under rated card in TCG history?

Pidgeot delta was hopeless countered by Latilock. You play a mentor to counter a stage 2 evolution line, no way it could have ever entered the metagame.
 
Yeah, it did suck when they came out but the Lati's were not hard to kill off and there was always Space Center to keep them in check. I also ran the lati lock combo myself.
 
Chaos Gym

If not for Slowking being released in the next set, this card would have vastly shifted the metagame.
 
Chaos Gym was heavily played and did shift the metagame. Some decks would stack it on top of Slowking for extra security, others would run it as sort of a Slowking counter.
 
Pokemon Breeder

card I never saw hardly be used in its time.

Thats because it was a rare card, and most competive players were playing haymaker. For underated I'll go for Imposter Oak and for this format I'll go for Jirachi (at least when the format was new).
 
Dragonite La! Paired with Bronzong MD, Draco Meteor spelled death for all Claydol, pixies, and any pokemon with pokepowers that had 80hp or lower!

StormFront is right, though I'll emphasize that as time went by, it was more and more due the inability of Stage 2 Pokemon to hang with the Basics and Stage 1 Pokemon of the formats where Pokemon Breeder was legal. Rain Dance decks (of course using Base Set Blastoise given the time period) of course ran it, but even then the farther back you go, the more awkward it was to run Breeder over the Stage 1 at least in my limited experience. Testing things out myself (mostly using the old Game Boy Color Pokemon TCG game), the Base-Fossil card pool was not friendly to reliance on Pokemon Breeder.

Your best draw card was Professor Oak, but Breeder without a viable Basic in play and the Stage 2 in hand was a dead card. In those same circumstances, a Stage 1 was not. While you could always discard a Breeder and then use Item Finder for it, this was wasteful. Before Team Rocket, we didn't have any "discard to deck" cards for recycling resources, but in spite of that it still seemed about as effective to just run the Stage 1. Once we did get Nightly Garbage Run in Team Rocket, now Pokemon and Basic Energy were less painful discard fodder, and as later sets came out, decks ran less and less basic Energy making Pokemon the easiest way to pay for cards like Computer Search.
 
I think Pokemon breeder was common, yeah it was a rare card, but it was one of the more common trainer cards you pulled out of base packs. I had many of them and they were easy to get.

What Otaku says is kind of spot on with why it was never used to.

During ex, Warp Point was used over it, if not used, there were poke tools that gave free retreat. Over that, some decks had built it free retreat.

In my many games, I have not see one switch.

It wasn't as common in late ex, but it was there. Not sure on early. You obviously weren't around the last few formats where it varied from a valued part of the deck to garbage, which explains it's life pretty well.
 
Exactly. Everyone talks about how cool catcher, collector, junk arm, etc. is but hardly anyone ever talks about how cool and useful switch is.

Because as soon as a Warp Point reprint or another trainer that fulfills the same purpose (getting the pokemon out of the active spot), Switch is gone.
 
I intend on playing Switch in my deck in either 3s or 4s because its really good card that not only gives you a free retreat, it is a decent counter to Catcher. It also removes poison, burn, sleep, and such effects as well.

Think of it as a get out of jail free card at times.
