What does Light Ball do?

If held by a Pikachu, not Pichu or Raichu, its Special Attack is multiplied by 2. If thrown with fling, it has a base power of 30 and instantly Paralyzes the opponent. Found on wild Pikachu 5% chance in Ruby, Sapphire, Emerald, Diamond, and Pearl.

Actually, in DP, it multiplies both Attack and Special attack of Pikachu by 2.

doesnt it also give volt tackle to pichu if held by pikachus in the day care?

It used to only double Special Attack. Doubling Attack was a change made in DP.

Yes. That is the only way for a Pichu, Pikachu, or Raichu to learn Volt Tackle. The other is to have lame anime writers say that it's suddenly learned when your Pikachu stores too much energy when using Quick Attack, when it does not have that priority of move at all. :/

Volt Tackle as a priority move would be awesome. Choice Band Volt Tackle Pikachu! Sure, you'll only get one off, but at least you'll get one! Two if you're lucky and they don't hit you. . .
