What is the best draw card in the format?

Adventurer/Scientist because they're Transceiverable. I use them in every deck with the Holon Engine, as well as 3-4 Mentors.
 
It all depends on what kind of deck you play and what kind of situation you're in. Adventurer/Scientist are lousy if you don't have a card to spare, and Mary's just won't work with stage 2s. You can't rank cards in a vacuum.
 
overall, the answer is adventurer. it can be searched out and has the possibility to draw up to 4 cards regardless of the size of your opponent's hand.
 
1. castform hands down because YOU control how many you will draw. stuff like scientist and copycat are based on your opponent having a big hand and it could draw 6 per turn.

2. adventurer, same reason as castform except for 4 instead of 6
 
Delta Decks: Holon Castform
Non-Delta Decks: Yanma/Dunsparce/Spinda

Non Pokemon:
Holon Adventurer if running Holon Engine
TV Reporter
Island Hermit in some cases

That's about it for me. Scientist/Copycat are more reloaders as pure draw power.
