The front of a any product is designed to by eye catching so it can sell. Filling the front of the product up with too much information is not a smart decision from marketing standpoint

Plus having "NOT USABLE" right on the front is kind of counter-productive to making it sell.
 
"Buyer beware" is words to live by, and unfortunately the same shoppers who wouldn't bother to read an ingredient list (or look on the back of a World Championship) deck are going to see "Not Usable" on the front and assume that there is absolutely no use for the product. They won't realize that World Championship decks exist as a combination souvenir/demo/source of excellent proxies.

Same group that makes it almost impossible to get a set of similarly colored Transformers of the same size class released in store, so that a "combiner" figure (where smaller figures combine to make a bigger robot) usually looks like he dressed (painted?) himself in the dark. Was the original guy six lime green and purple construction vehicles? Too similar; kids and parents can't just read the product to know they are different. ¬_¬
 
I think the decks are more commemorative and a good way to play for fun. Can you imagine if the decks WERE tournament legal? The tourneys would likely just be flooded with people playing these decks, and yadda yadda. They're a good way for a mid level player to quickly try out a tier 1 deck and makes for good proxy replacements.

They should've included online codes so you can use it there as well.

^That. I would buy them just for the online codes.

Even if they had the right back, most of the stuff rotates anyway…(clearly last year and LuxChomp are exceptions)
