I'll bet The Pokemon Center owns the kits and donated them to the contestants. If PUI owned them, they probably would've given them away to volunteers. Just guessing. The Pokemon Center is just trying to recoop some money.

not exactly.
there were hundreds of volunteers. the staff members each got a backpack, but volunteers didn't. when you think about it, there wouldn't have been enough backpacks for all the volunteers. therefore, the leftovers were given to pokemon center.
however, i'm curious if it was allowed...
