I think the biggest problem with stalling is the fact that the entire round can be summed up in a 'yes' or 'no' answer, knowing this i imagine most with even the slightest bit of dishonesty would take just a tad more time to push it in their favor for time to take care of the win for them (this is why i really hate the 1 match, 30 minute rounds setup that is done in pokemon) best 2 of 3 with 60 minute rounds makes stalling less of a crutch to lean on for an easy win (since if you win the first match, you still need to keep your opponent from winning the second, and making one match last the whole hour is just silly to try since it would be that much harder)

Magic's system for time being called is active player finishes their turn, then has 5 subsequent turns to finish. Of course magic does have one major difference that (as far as i'm aware) pokemon lacks, if even after those 5 extra turns for each player nobody wins still, it's a tie, even at the weekly friday night magic tournament i've seen situations where 1 match ended up taking the whole 60 minutes, and it still ended up as a tie (so one game took the whole hour + the extra turns and nobody won at all)
