Yveltal Ex cards attack reads:

20+

Does 20 more damage times the amount Energy attached to both Active Pokémon.

So is this attack do 20 more damage than a Mewtwo EX would? or the same. say i have 2 dark energy on Yveltal EX and the defending pokemon has none. Would evil ball do 60 or 40?

Trying to figure out if the plus sign is supposed to be there like that.

Yes, it's supposed to be there.
20 more.

Bear in mind that Mewtwo EX can just attach a DCE.
Yveltal EX has to get a Dark Energy and some other energy on there. So it has earned the bonus.
