Mine. It's very clearly stated in the bracketed words at the bottom of the attack.

そのワザに必要なエネルギーが自分についていないなら、そのワザを選ぶことはできない。
sono waza ni hitsuyou na enerugii ga jibun ni tsuite inai nara, sono waza wo erabu koto wa dekinai.
If Alakazam does not have the energy needed for the attack attached to it, you may not choose the attack.

Wow, very nice set indeed. all the EXs seem good to awesome, and so do the starter pokemon, I like all of them, especially venusaur.

The Delta Sceptile EX is obviously because they wanted to make all the Hoenn Starter EXs a different type to the M/A ones. Blaziken was originally made in its Fire type, so this new one got the Fighting type. Swampert had Fighting type first and now Water. Sceptile is a Pure Grass type.
