Zangoose vs. Unown G/empty bench

Let's say Zangoose tries to use Invite and Strike, but either there is no opposing bench, or the switch is prevented by Unown G (either on the active or all benched). Would the attack do anything at all? I'd say no, because of the earlier ruling on Roselia LM's Flick Poison. But I'm only about 80 percent sure on that.

If the Defending Pokemon doesn't change, no damage is done.
